Monitoring & Evaluation Assignment

The M&E activities in our view will strongly contribute to the performance of the project. They will track progress and assess early impact and acceptance of the Environmental Management Plan and Social Action Plan. By making timely assessments, the M&E will contribute to the ability of the PCMU and project partners to make adjustments to project activities and reinforce management.

The M&E activities will provide continuous feedback to PCMU on the project performance and impact of various components, so that corrective actions could be undertaken in a timely manner using manual as well as modern methods of data collection. The Consultants will be supervising overall Environmental Management Plans (EMPs) and Social Action Plans (SAPs) implementation, and see that the actions proposed in the plans are properly addressed during the execution of project civil works and that the intended impact is achieved. The feedback will consist of:

  • Regular summaries and briefs
  • Infographics and visual material depicting progress and early impact
  • In consultation with the PCMU briefings and discussions with main project partners and stakeholders, including FOs – to share results and discuss outcomes and directions

The M&E Consultants will carry out the progress monitoring of the project, analyzing key performance indicators in accordance with project results framework by providing reports before the WB Missions, and provide quarterly progress reports, for submission to the PSC and the Bank.



Monitoring & Evaluation Tasks

  • Review of Baseline Survey Reports and Establish Data System and Identify Key Measurable Indicators

  • Design and develop Performance Management Information System (PMIS), and Geographical Information System (GIS),

  • Conduct Monitoring & Evaluation to:
    1. Assess the performance of irrigation water distribution on irrigation main canals, branch canals and distributaries at head, middle and tail reaches in three AWBs using real time irrigation flow measurement and water productivity indicators;

    2. Assess the performance evaluation of reform institutions in general and FOs performance in particular and their activities in O&M of the system, service delivery and collection of abiana and availability of budget for management of the system;

  • Conduct impact assessment studies of the:
    1. Irrigation improvements on key and core indicators including:

    2. Multi-functional socio-economic impact, covering level of unemployment and household incomes, livestock population, fisheries and other productive use of canal and embankments, health and safety in project area;

    3. Socio-economic impact on the level of unemployment and household incomes, Livestock population, health and production in project area;

    4. Impact on Cropping Patterns – Impact of the project on cropping pattern, intensities, yields, cropping inputs and change in higher value crops; M&E would be carried out using latest technology such as satellite imagery and GIS;

    5. Impact of irrigation rehabilitation Works – Impact of irrigation rehabilitation works on small farmers (male and females), landless farmers, tail enders, community, area development and sustainability of the system;

    6. Impact of irrigation rehabilitation and institutional capacity building on net income of FOs members and non-members, O&M costs, fiscal burden of GoSindh, farmers capacity to pay share, effective utilization of available funds for O&M and financial sustainability of FOs, AWBs and SIDA;

    7. Impact of Project Intervention on Protected areas (game reserves etc…) – Impact assessment of project intervention on protected areas, game reserves, wildlife sanctuaries, wetlands, natural habitats and areas of ecological significance.

  • Supervise implementation of overall:
    1. Environmental Management Plan – Supervise Environmental Management Plan
    2. Social /Resettlement Action Plans – Supervise implementation of overall Social Action Plans and resultant action plans of civil works contract and report findings;
  • Estimation of Project Benefits – Estimation of project benefits and overall economic rate of return, O&M efficiency, abiana recovery efficiency and long term sustainability of the system;

  • Organize Training to various clientele Provide training on “flow measurement, use of water censors and database management” to three AWB for enhancement of their capability in irrigation water management and distribution in the long run.
